The directive you may have specified in ACCEPT_KEYWORDS in your /etc/portage/ make.conf, over-written by any package specific stable ARCH or testing ~ARCH entries you have added in your /etc/portage/package.accept_keywords will determine if a package version is selected to be emerged as stable or testing.

The default USE flags for any package are determined by your chosen profile (eselect profile list) and they are in turn overwritten by any optional USE flags you have set for all packages in /etc/portage/make.conf, or for individual packages in /etc/portage/package.use

There are various tools besides the output of 'emerge -pv <package>' which
will indicate the version you are about to install and the USE flags to be configured for it. As a minimum I use these:
app-portage/gentoolkit
app-portage/portage-utils
but there are more to choose from:
