    Yes, it is intended. The package openssl-provider-legacy provides only /usr/lib/*/ossl-modules/legacy.so and this file was previously located
    in libssl3.

    Is this some kind of problem or just a check?

    This is mainly a check. I keep track of the list of packages
    in the build-essential set (as a side outcome of archive rebuilds),
    so whenever I find a new package in the set, that's an anomaly
    and I like to be sure that it's intended.
