I'd say it's a good idea. mpi4py has sort of been serving in the role
of a test suite,
but it annoys the mpi4py maintainer if we report a test failure as a
bug in mpi4py rather than the MPI component triggering the bug. In
that sense it'd be good to have more comprehensive testing.

The idea is that mpi-testsuite gets triggered by. autopkgtests for
openmpi, mpich, pmix, ucx, etc.
Some work (ahem) will be needed to set up an MPI configuration for Salsa
/ DebCI, particularly with GPU support.
