Yes, you are supposed to build them. That hasn’t always been done in the past, but there is an effort to get there with all the existing packages.

If you happen to be building a font under the OFL license with a reserved name, you probably have to build the font (to prove that it can be done) but then distribute the upstream precompiled fonts to comply with the license.

In all other circumstances of which I am aware, you should only ship the fonts that are built from source during the package build.
