The migration mail is there now.
I suspect the issue here is that tracker uses the "testing watch" mails
that the Release Team sends in order to generate the news items in
question. Those e-mails are sent once a day, by a cron job that starts
at 04:39UTC.
sudo migrated in a britney run that started at 10:00UTC yesterday, so
the mail announcing that wasn't sent until ~04:40UTC today (about the
same time as your bug report).
