While installing a test system with monado-service, I noticed that
libuvc0 Depends on libjpeg-dev and libusb-1.0-0-dev.
Was this intentional?

looks as though the intention may have been to add those dependencies to libuvc-dev rather than to libuvc0 (which I think would have been a
correct and valid change).
If the -dev dependencies in the runtime library package weren't
intentional, then I think it would be worthwhile to move them to the
-dev package and ask the release team for a freeze exception for that
change.
