Interestingly enough both unstable and testing claim to be extracted
from:
 Source file:   journalctl.1.de.gz (from manpages-de 4.9.3-4)

and following the link to the raw man page shows the new content.

I believe this is the same issue as #994761.

The Github issue referenced there includes the comment "However, during
my investigation I realized that we incorrectly store a reference to
the version of the current package, even when incorrectly re-using
older content".
