Description : WHATWG-compliant and fast URL parser

Ada is a fast and spec-compliant URL parser written in C++.
It's widely tested by both Web Platform Tests and Google OSS Fuzzer.
It's the default URL parser of Node.js since Node 18.16.0.

This library already is present in Debian as part of the nodejs source package. Meanwhile, it's a dependency of the incoming version of Telegram Desktop, and I decided to package the library separately.

I assume Node.js maintainers could be interested in the package.
