I'm not the original reporter, but made the switch to wayland recently and encountered the same issue. My system is mostly running trixie.

I noticed that I had configured IBus Wayland from System settings / Keyboard / Virtual Keyboard for some reason. After I disabled that by selecting "None", key repeat in konsole worked as expected.
But the problem is not exclusively with konsole, the test area also had
issues, like the first repeat worked and after that it didn't. After
checking things it seems like all programs using wayland natively have the same issue, konsole (with vim) was just where it was most apparent.
Arrow keys were also not affected.
