Looking at https://release.debian.org/transitions/html/auto-wlroots.html these packages might also need work:

cage
labwc

Those were also in experimental with support for wlroots 0.18.
I've now uploaded the wlroots-0.18 compatible versions of sway, cage and
labwc to unstable.
