    I am not sure about the answer to your question.
    But I think it is a mix, i.e. remove enough so
    they can do normal traffic and business.

    I have seen compressed videos that show them doing
    all the big transformation in very short time.

    I was surprised that this year they used the full
    F1 circuit. Before when I have seen it they used
    a shortened version. (Skip the uphill, U-turn
    at the chicane.)
