    I've used individual.net for years. It's from the Free University of
    Berlin. Years ago it was free but then they started charging 10 Euros/
    year. That's within my budget. Besides, it keeps me up to date on the
    exchange rate. It used to be around 15 USD but the last time it was 11 and change. They now use PayPal so no hassles with international transactions.
