found no gun. 9 mm shell casings, consistent with what is believed to
be the gun used, were found.
Luigi had a 9 mm gun on his person when arrested. In and of
itself, this isn't proof of his being the killer, but it does do
anything to eliminate him as a suspect.

Upon what do you base this claim? As of the time I write this,
I've seen nothing to suggest he planned out any serious escape. He did
have a plan to leave the immediate area, but that appears to be the
extent.
That still qualifies as a plan to escape, which was successful, until he
got careless and wanted fast food, assuming this is the real shooter.
