Just double click it and it'll make changes in your system registry to turn the built-in Telnet back on!
I've integrated this fix into the windows installers I made for mTelnet
and SyncTERM... you can download them from my website... also, considering
you don't have any kind of notice in your message of how to get to your
BBS the suggestion was kind of moot.
