When a file is processed by TickIT that has the same name as a file already in the filebase (common with FTN/FDN weekly updates like 'INFOPACK.ZIP'), the new file isn't identified as "NEW" because it pre-existed. DM, I mentioned this in a message in DoveNet in Synchronet Discussion, and you noted that TickIT could use 'FileBase.update()' rather than 'FileBase.add()' for this case.
